President Xi Orders Chinese Army To “Prepare For War”

 

In just a few short days, China has proved that investors who have been underestimating the geopolitical risks stemming from the simmering tensions between the US and China over the latter’s territorial claims in the South China Sea and paranoia over the fate of Taiwan – a de facto independent state that President Xi Jinping is aggressively seeking to bring under the heel of Beijing – have done so at their own peril.

Earlier this week Xi Jinping, the Chinese emperor for life president provoked an angry rebuke from Taiwan’s pro-independence president when he demanded during a landmark speech earlier this week that Taiwan submit to “reunification” with Beijing.

And as if tensions between China and the international community weren’t already high enough amid a worsening economic slowdown that’s hurting global economic growth and a tenuous trade “truce” with the US,  in another speech delivered on Friday during a meeting of top officials from China’s Central Military Commission which he leads, Xi took his belligerent rhetoric one step further by issuing his first military command of 2019: that “all military units must correctly understand major national security and development trends, and strengthen their sense of unexpected hardship, crisis and battle.”

While most of the world remains fixated on Syria and Russia, China’s PLA Navy is in the midst of an unprecedented provocation in the South China Sea as a fleet of Chinese warships conducts its 3-day combat war drills in the waters south of Sanya, the southern tip of China’s Hainan Island.

With China’s presence in the waters off its southeastern coast growing increasingly threatening, President Xi Jinping declared on Thursday that the task of building a strong navy “has never been as urgent as present”. His remarks were part of a speech made during the country’s largest fleet review since 1949.

‘Sea Hunter,’ a drone ship with no crew, just joined the U.S. Navy fleet

 

A prototype autonomous ship known as the Medium Displacement Unmanned Surface Vehicle (MDUSV) has officially been transferred to the U.S. Navy from the Defense Advanced Research Projects Agency (DARPA) after a two-year testing and evaluation program. Named “Sea Hunter,” the Office of Naval Research will continue to develop the vessel from this point forward.

Although there’s no specific timetable for when the Sea Hunter would join active naval operations, the statement from DARPA indicated that it could happen as early as this year. The anti-submarine warfare vessel could be the first of an entirely new class of warship.

The former US Navy Secretary insists that the main weakness in Navy preparedness is a painfully slow weapons procurement system

Former US Navy Secretary John F. Lehman has warned in an exclusive interview with Asia Times that the US faces the danger of a “New Pearl Harbor from growing cooperation between China, Russia and Iran that is marked by increased military and technology sharing.

“China, Russia and Iran are doing joint naval exercises and they are sharing anti-aircraft and antisubmarine technology,” Lehman said. “They don’t have to be allies. They figure if they carry out their designs in co-ordinated fashion that this will stretch the US so thin that we can’t deal with it — and that is the worry right now.”

China was identified this week as posing the most significant long-term military challenge to the United States by America’s senior-most military leader, as he set out new US military strategies and policies toward China and Asia more generally in a congressional hearing.

Gen. Joseph Dunford, chairman of the joint chiefs of staff, also revealed in the hearing, before senate, that he had informed China last summer of US plans to use military force against North Korea.

China calls Navy ‘hazard’ in Asian waters

The Navy has not ruled out an intentional action behind the latest deadly collision between a Navy destroyer and a merchant ship, the chief of naval operations told reporters Monday.

“That’s is certainly something we are giving full consideration to but we have no indication that that’s the case—yet,” Adm. John Richardson, the CNO, said at the Pentagon.

“But we’re looking at every possibility, so we’re not leaving anything to chance,” he said.

Test readiness shortfalls include lack of people, infrastructure to gauge reliability of nuclear arms

The United States is losing the capability to conduct underground nuclear tests that could be needed in the future to gauge the reliability of the nuclear arsenal.

According to John C. Hopkins, former head of nuclear testing at Los Alamos National Laboratory, the Energy Department needs to bolster testing capabilities that could be needed in a future national emergency.

“With every day that passes, the United States grows more out of practice and out of resources—including the most important resource: people with experience—that are critical to nuclear testing,” Hopkins stated in an article published Wednesday in the Los Alamos newsletter.

Understanding Russia’s Concept for Total War in Europe

This great article is well worth your time reading in full at the source. The only thing it’s missing out of the entire piece is that a ‘resurgent’ Russia is not resurgent. It has always been there biding its time.

Russia perceives itself as surrounded by enemies, and that the strategic depth that has been its principal security must be restored. In this sense, no territory is more significant than Ukraine. Russian leadership also worries about the erosion of a zone around Russia’s borders where politically dangerous ideas can be stifled before they undermine the regime’s hold on power.

Russia’s leadership believes it can stem this erosion and achieve its objectives by combining organized military violence with economic, political, and diplomatic activity, a combination called new generation warfare (NGW). NGW is a concept for fighting total war in Europe, across all fronts—political, economic, informational, cyber—simultaneously through fear and intimidation without launching a large-scale attack. If fighting is required, it is highly networked and multi-directional. The stakes can be raised rapidly, possibly without limit.

President Vladimir Putin is confident in this approach because he sees U.S. hesitation as opportunity and believes the U.S. is overly dependent on military responses. Thus, NGW is designed to avoid giving the U.S. and other adversaries a reason to respond using military force. The U.S. needs to broaden its response portfolio to include political, diplomatic, economic, financial, cyber, covert, and other means coordinated into a comprehensive approach to counter the NGW strategy. Russia has brought total war back to Europe—in a hidden, undeclared, and ambiguous form. Failure to confront Russian opportunism will validate Putin’s approach.

Roughly 15 years ago, a Chinese fighter jet pilot was killed when he collided with an American spy plane over the South China Sea. The episode marked the start of tensions between Beijing and Washington over China’s claim to the strategic waterway. So in May, when two Chinese warplanes nearly crashed into an American spy plane over the same area, many in China felt a familiar sense of nationalist outrage. “Most Chinese people hope China’s fighter jets will shoot down the next spy plane,” wrote the Global Times, China’s official nationalist mouthpiece.

Though little talked about in the West, many Chinese officials have long felt that war between Washington and Beijing is inevitable. China claims base with ‘military facilities’ in disputed Spratlys is to rescue fishing boats

China is building a base in the disputed Spratly Islands for an advanced rescue vessel complete with drones and underwater robots.

Chen Xingguang, political commissar of the ship, said the ship is scheduled to be deployed in the second half of the year, the official China Daily reported on May 23.
