A lot of naysayers would immediately dismiss the threat, however, 172,000 vessels loaded with anti-ship missiles, cruise missiles, ICBMs, or God forbid a nuclear weapon, would be a problem for the U.S. Navy. Shipping containers can easily disguise mobile nukes loaded on freighters.
