Before the Obama administration approved a controversial deal in 2010 giving Moscow control of a large swath of American uranium, the FBI had gathered substantial evidence that Russian nuclear industry officials were engaged in bribery, kickbacks, extortion and money laundering designed to grow Vladimir Putin’s atomic energy business inside the United States, according to government documents and interviews.

Federal agents used a confidential U.S. witness working inside the Russian nuclear industry to gather extensive financial records, make secret recordings and intercept emails as early as 2009 that showed Moscow had compromised an American uranium trucking firm with bribes and kickbacks in violation of the Foreign Corrupt Practices Act, FBI and court documents show.

Unmanned underwater vehicle a strategic threat

Russia conducted a test of a revolutionary nuclear-capable drone submarine that poses a major strategic threat to U.S. ports and harbors.

U.S. intelligence agencies detected the test of the unmanned underwater vehicle, code-named Kanyon by the Pentagon, during its launch from a Sarov-class submarine on Nov. 27, said Pentagon officials familiar with reports of the test.

No details were available about the location or results of the test.

Budget cuts have seriously degraded any chance of modernization and the little funding that is allowed goes towards programs such as this are not sufficient. The U.S. is moving to counter Chinese and Russian hypersonic strike vehicles using lasers, the director of the Pentagon’s Missile Defense Agency revealed last week.

But Vice Adm. James Syring told a House Armed Services subcommittee on strategic forces hearing that he lacks the funding to counter hypersonic missile threats, but that money has been requested in the defense authorization bill to deal with the threat.

“I’ve asked for $23 million to begin a low-power laser demonstrator this year to demonstrate the feasibility by 2021,” the three-star admiral said.

Critics say the Missile Defense Agency has been remiss by not beginning work earlier in countering future Chinese and Russia high-speed maneuvering strike vehicles. The relatively low funding and long lead time for a demonstration of a laser against a hypersonic strike vehicle are not likely to address the growing threat of hypersonic missiles.

Cyber threat comparable to Iranian, North Korean missile danger

Chinese military hackers are conducting cyber attacks on the Pentagon’s Missile Defense Agency networks on a daily basis and will soon shift to hacking into networks of missile defense contractors, the admiral in charge of the agency told Congress on Thursday.

Vice Adm. James D. Syring, the MDA chief who is in charge of building multi-billion dollar anti-missile defenses, told a House hearing that while his networks are successfully fighting off the cyber attacks, missile defense contractors need to improve their network security.

Russia wants to fly surveillance planes over US with advanced cameras, congressional staffer says

WASHINGTON –  Russia will ask permission on Monday to start flying surveillance planes equipped with high-powered digital cameras amid warnings from U.S. intelligence and military officials that such overflights help Moscow collect intelligence on the United States.

Russia and the United States are signatories to the Open Skies Treaty, which allows unarmed observation flights over the entire territory of all 34 member nations to foster transparency about military activity and help monitor arms control and other agreements. Senior intelligence and military officials, however, worry that Russia is taking advantage of technological advances to violate the spirit of the treaty.

Russia’s development of a nuclear-armed drone submarine capable of inflicting widespread damage on U.S. coasts poses a serious threat, a senior State Department official testified on Tuesday.

Rose Gottemoeller, undersecretary of state for arms control and international security, told a House hearing that she has raised the issue with the Russians.

“I know we are concerned about it; of course we are concerned about it as threat to the United States,” Gottemoeller said under questioning from Rep. Mike Turner.

U.S. defenses ‘over-matched’ for missile threats

Russia is developing a long-range cruise missile that poses a new threat to the United States, the commander of the U.S. Northern Command warned this week.

“Russia is progressing toward its goal of deploying long-range, conventionally-armed cruise missiles with ever increasing stand-off launch distances on its heavy bombers, submarines, and surface combatants, augmenting the Kremlin’s toolkit of flexible deterrent options short of the nuclear threshold,” Adm. William Gortney, Northcom chief who heads the U.S.-Canadian North American Aerospace Defense Command (NORAD) said Thursday.

OKTYABRSK PORT, Ukraine — On Jan. 5, the Ocean Fortune, a 380-foot-long workhorse of the global arms trade, left this Black Sea port with unknown cargo concealed in its cavernous hold. The ship steamed south, slipped through the Bosporus Strait and turned toward the eastern Mediterranean. Then it disappeared.

The ship’s transponder, which normally sends automated signals to other vessels and harbor masters along busy sea lanes, went mysteriously silent Jan. 9, just as it was rounding Turkey headed toward open waters, maritime records show. Not a trace of the ship was seen for two months, until it surfaced in the southeastern Mediterranean in mid-March.

The ship’s apparent vanishing act repeated a pattern seen by other freighters embarking from the same Black Sea port — a known point of origin for weapons shipments — over the past year. Recently, such behavior has begun drawing the attention of investigators tracking the flow of arms and supplies to the combatants in Syria’s 21 / 2-year-old uprising.
