Russia´s cyber-operations alter balance of power – tougher response called for

Russia is alterering the balance of power with superior human resources in the cyber-realm and a strategy and will to used them offensively, including via proxies – and lack of western response encourages escalation says Jarno Limnéll.

Cyber-narrative in the United States has changed during the last year. China and its economic cyber-espionage has been in the centre of narrative for years, but now politicians and especially the intelligence community emphasise Russia´s cyber-threat.

“Russian cyber-attacks rank as the greatest threat to the United States´ national security”, the US director of national Intelligence James Clapper has stated. Admiral Michael Rogers, director of NSA and commander of the US Cyber Command has publicly estimated that, “Russia has very capable cyber-operators who can and do work with speed, precision and stealth.” These statements were not made by coincidence. America’s Nuclear Power Plants Vulnerabilities

A year-long study found that the present legal and regulatory approach to EMP/Space weather threat to America’s nuclear power plants are inadequate and dangerous. This sorry state is anchored in the industry efforts to maintain safety regulations dating back to the 1980s, and a national security mentality relevant at the end of the Cold War.

This has been successful, in part, due to a campaign to brand nuclear power as a clean, safe source of energy. To their credit, the NRC and industry have demonstrated a commitment to safety where design basis events are concerned. However, EMP and GMD are beyond design basis events. FBI warn ISIL hackers plan local blackouts in U.S. power grid

There doesn’t even need to be any hackers involved. Nine substations being taken out will send America back into the stone ages and claim upwards of 9 out of 10 American lives. That’s how safe the U.S. electrical grid is. The electrical grid in central California has already been attacked with sniper rifles in what’s likely a dry run. It was reported an entire year later after the incident, then whitewashed as a non-threat.

As for the rest of the infrastructure, control of SCADAs is key — something China and Russia likely can manipulate. From there, sewage systems could be forced to flood the streets and medication dosages for the sick and elderly could be manipulated.

 

The terror group’s hackers have attempted cyberattacks in the U.S., but aren’t skilled enough to succeed, the FBI said. Still, though, ISIL may have the cash to fund cyberattacks on U.S. targets.

“Strong intent. Thankfully, low capability,” John Riggi, a section chief in the FBI’s cyber division, told CNN. “But the concern is that they’ll buy that capability.” Continue reading
