GERMAN authorities are considering reintroducing conscription in the event of a national emergency.

A new paper on civil defence says drafting in civilians to boost the armed forces would be necessary in times of national crisis, including an incursion by an enemy state on NATO territory.

Germany’s controversial new Civil Defence Concept, which will be debated by MPs tomorrow, raises the prospect of a return to conscription after it was dropped in 2011.

(NaturalNews) In March 2012, President Obama quietly signed an Executive Order that has major implications should some sort of national emergency arise, such as enabling the federal government to take over management and distribution of all food, water and other resources.

In issuing the order, EO 13603, titled, “National Defense Resources Preparedness,” Obama claimed authority under the Defense Production Act of 1950, a Korean War-era statute (50 U.S.C.) (see it here) that gives the government the power to marshal whatever resources are necessary to protect and defend the country during “military conflicts, natural or man-caused disasters, or acts of terrorism within the United States,” the statute says.

An emergency declared by President Jimmy Carter on the 10th day of the Iranian hostage crisis in 1979 remains in effect almost 35 years later.

A post-9/11 state of national emergency declared by President George W. Bush — and renewed six times by President Obama — forms the legal basis for much of the war on terror.

Tuesday, President Obama informed Congress he was extending another Bush-era emergency for another year, saying “widespread violence and atrocities” in the Democratic Republic of Congo “pose an unusual and extraordinary threat to the foreign policy of the United States.”

Those emergencies, declared by the president by proclamation or executive order, give the president extraordinary powers — to seize property, call up the National Guard and hire and fire military officers at will.

“What the National Emergencies Act does is like a toggle switch, and when the president flips it, he gets new powers. It’s like a magic wand. and there are very few constraints about how he turns it on,” said Kim Lane Scheppele, a professor at Princeton University.

Russia plans state controls in case of internet crisis

Russia is making plans to ensure state control over the country’s internet traffic in a national emergency, Russian media report.

War or an Arab Spring-style uprising would class as such an emergency.

Plans for boosting cyber security are reported to be under discussion in Russia’s Security Council. They include a back-up in case Russia is cut off from the internet, Vedomosti news says.

Russia currently relies heavily on foreign hosting of websites.
