China is currently in the midst of a multi-billion dollar investment cycle to upgrade its supercomputer infrastructure in a bid to pass the United States for fastest supercomputer in the world after the United States regained the title for fastest supercomputer in 2018, ending a five-year reign of Chinese dominance.

As SCMP notes, China had been first on the global Top 500 list of supercomputers since the launch of Tianhe-2 in 2013. In June 2018, the U.S. Summit supercomputer bumped China from the number one spot. Continue reading

China is poised to overtake the United States in artificial intelligence with a surge in academic research on the key technology, an analysis published Wednesday showed.

The analysis by the Allen Institute for Artificial Intelligence showed China has already surpassed the US in published papers on AI — although many of these were considered “medium-quality” or “low-quality.” Continue reading

BERLIN/BEIJING/WASHINGTON (Own report) – An opening is emerging for Berlin to be able to include Huawei in Germany’s 5G grid installation – contrary to the massive US campaign. The President of the Federal Office for Information Security (BSI) Arne Schönbohm declared that “an anti-espionage treaty” between Germany and China could help, open the possibility of Huawei’s participation in setting up the grid. Chancellor Angela Merkel is currently seeking to conclude such an agreement. The industry is in favor of using Huawei Technology, because it promises to be the fastest and most cost-effective construction of the strategically important 5G grid. Experts warn that without Huawei, Germany could lag at least two years behind in the development. Meanwhile it has become known that for years, the NSA has been eavesdropping not only on China’s president but on Huawei as well. Allegedly, US spies cannot show any evidence of Huawei being involved in espionage operations – even after having read the emails of numerous employees and those of the company’s board chair.

A Chinese military newspaper has outlined how the People’s Liberation Army plans to deploy artificial intelligence (AI) for its forces in future high-technology warfare.

The PLA Daily reported Jan. 19 that warfare is shifting from conventional destruction to artificial-intelligence-powered high-speed and extreme destruction operations.

Li Minghai of the PLA’s National Defense University wrote that AI will be a key “war-winning mechanism” for China. Continue reading

BERLIN/TOKYO (Own report) – In Tokyo today, German Chancellor Angela Merkel will conclude a statement of principles on intelligence service cooperation with Japan more closely linking Germany to espionage structures directed against China. According to reports, the agreement will initially regulate the exchange of intelligence information, along the lines of similar agreements Japan has concluded also with the USA, Australia, India, and NATO. Berlin and Tokyo are thereby drawing closer to the US-led “Five Eyes” intelligence network, which launched an international campaign against Beijing last summer. As the Western campaign against China gains momentum, the German government, together with Japan, is also seeking to make a stand against the USA, staking its claim to an independent global policy. Therefore, Berlin is taking joint action, not only with Japan, but with Beijing as well against the Trump administration’s punitive tariffs, as Norbert Röttgen, CDU foreign policy maker explained.

Defense Science Board warns military supply system ‘decayed’ and needs rapid upgrading

The strategic American military system for moving troops, weapons, and supplies over long distances has decayed significantly and needs rapid upgrading to be ready for any future war with China or Russia, according to a report by the Pentagon’s Defense Science Board.

A special task force on survivable logistics evaluated the military’s current airlift, sealift, and prepositioned equipment and supplies and found major problems with supporting forces during a “high-end” conflict. Continue reading

An Army of the Europeans

BERLIN (Own report) – The program of the Berlin Security Conference, which ended yesterday, included discussions on new steps toward creating an “army of the Europeans,” concerns over the possible erosion of the West’s “margin in defense capabilities” vis à vis Russia and China, as well as the role of artificial intelligence in future wars. Unlike the Munich Security Conference, this conference is not oriented on foreign policy but specifically on military policy and the arms industry, with more than a thousand military and business representatives, state officials, and politicians participating. Germany’s Defense Minister Ursula von der Leyen used the platform to launch a debate on steps toward limiting parliamentary reservations concerning an “army of the Europeans.” In the future, “Europe may have to provide for its own security, perhaps even completely independently” from US support, according to experts. This calls for rapidly enhancement of the use of artificial intelligence in warfare and a “European narrative” to legitimize EU wars.

China Reveals Plans for ‘Phantom’ Underwater Drone War Against U.S.

China’s military is preparing to wage autonomous underwater warfare against the United States, including the use of drone submarine attacks on American aircraft carriers, according to the official Chinese military newspaper.

Approximately 2,500 researchers from Chinese military universities have infiltrated Western universities over the past decade, focusing on the so-called “Five Eyes” group of countries, reports the Financial Times, citing a new report from Australian government-funded think tank, the Strategic Policy Institute (ASPI).

Even former Google CEO Eric Schmidt has foreseen a bifurcation of the Internet by 2028 and China’s eventual triumph in the AI race by 2030.

In the meantime, the US seems more interested in deflecting the smart questions of today than in building the smart factories of tomorrow.  Nothing embodies this better than the recent attempt by MIT’s Computer Science and Artificial Intelligence Lab (CSAIL) and the Qatar Computing Research Institute (QCRI) to create an AI-based filter to “stamp out fake-news outlets before the stories spread too widely.” Continue reading

China’s People’s Liberation Army (PLA) is stepping up open-source spying on the U.S. military and other foreign militaries that will utilize artificial intelligence means.

According to a procurement notice from China’s Central Military Commission, the new database is a six-month project to set up an “Open Source Intelligence Database on Foreign Militaries.”

The revealing notice was published by the commission’s PLA Equipment Development Department, whose director, Lt. Gen. Li Shangfu, was slapped with U.S. sanctions this week for buying arms from Russia.

The database will likely benefit from China’s theft of 22.1 million records on American federal workers, including those with security clearances, from the Office of Personnel Management in 2015. Chinese hackers also stole an estimated 80 million records on Americans from health care insurance giant Anthem. Continue reading
