China developing battlefield AI for high-technology warfare

A Chinese military newspaper has outlined how the People’s Liberation Army plans to deploy artificial intelligence (AI) for its forces in future high-technology warfare.

The PLA Daily reported Jan. 19 that warfare is shifting from conventional destruction to artificial-intelligence-powered high-speed and extreme destruction operations.

Li Minghai of the PLA’s National Defense University wrote that AI will be a key “war-winning mechanism” for China.

Leaked Chinese Memo Warns Of “Thucydides Trap” With US, “War Is Unavoidable”

 

A series of leaked internal documents reveal that China’s military reforms are aimed at allowing Beijing to “manage a crisis, contain a conflict, win a war” and overtake the United States in military strength, according to the Express.

The leaked documents were published by the Central Military Commission in February for the purpose of spreading President Xi Jinping’s “thought on strengthening the armed forces”.

If the reforms go ahead, they will lead to heightened tensions with China’s neighbouring countries, including Japan, in the East and South China Seas and the US. –Express

Bill Gertz Explains Chinese Spying on America and American Industry: ‘It’s a Three-Pronged Threat’

 

Washington Free Beacon senior editor Bill Gertz explained the scope of Chinese spying on American industry Wednesday on “Tucker Carlson Tonight.”

“It’s a three-pronged threat. You have traditional spying. Right now in Alexandria (Virginia), there are two ex-CIA officers who are under investigation or being prosecuted for spying-related activities in China,” Gertz said. “Then you have the cyber threat, and this is a massive theft of technology from both the government and the private sector.

The Home Game Has Arrived: Lessons from the 10th Asymmetric Threat Symposium

 

Last week I was privileged to attend the 10th Asymmetric Threat Symposium. It’s not the first of these I’ve attended but was clearly the best. Maybe the participants felt less restrained by politics and thus spoke more directly to the issues we truly face. Or maybe the quality of experts is rising. For whatever reason, the event was candid and sobering, even for me. The event was held near our nation’s capitol and was sponsored by CACI International, the Center for Security Policy, and ISW (Institute for the Study of War). The title:  What Does It Take to Protect America? Combatting Global Asymmetric Threats.

While the rules of the event require that comments be shared without attribution, I’m pleased to offer a recap for our readers. You can read the agenda and see information about prior versions at www.asymmetricthreat.net. The speakers and panelists were impressive. In fact, I counted 36 stars on the shoulders (Admirals and Generals) of about a dozen participants, both active and retired, not to mention academic and civilian experts.

There were many important points covered and I’ll recap just a few:

WASHINGTON U.S. and other Western scientists voice awe, and even alarm, at China’s quickening advances and spending on quantum communications and computing, revolutionary technologies that could give a huge military and commercial advantage to the nation that conquers them.

The concerns echo — although to a lesser degree — the shock in the West six decades ago when the Soviets launched the Sputnik satellite, sparking a space race.

In quick succession, China in recent months has utilized a quantum satellite to transmit ultra-secure data, inaugurated a 1,243-mile quantum link between Shanghai and Beijing, and announced a $10 billion quantum computing center.

NSA seeks to build quantum computer that could crack most types of encryption

In room-size metal boxes ­secure against electromagnetic leaks, the National Security Agency is racing to build a computer that could break nearly every kind of encryption used to protect banking, medical, business and government records around the world.

According to documents provided by former NSA contractor Edward Snowden, the effort to build “a cryptologically useful quantum computer” — a machine exponentially faster than classical computers — is part of a $79.7 million research program titled “Penetrating Hard Targets.” Much of the work is hosted under classified contracts at a laboratory in College Park, Md.
